What is VARA, and how does it fit into Dubai's financial ecosystem?

VARA — the Virtual Assets Regulatory Authority — is Dubai's dedicated regulator for crypto and virtual assets, established under Law No. 4 of 2022. It covers all of Dubai, including free zones, but excludes DIFC, and any business offering exchange, custody, advisory, broker-dealer, or token transfer services in Dubai must hold a VASP license.
